Jean-Yves Le Drian will be in New York from September 18 to 21 for the ministerial week of the UN General Assembly. The French delegation will be led by President Macron. It will also include Nicolas Hulot, Ministre d’Etat, Minister for the Ecological and Inclusive Transition, Mounir Mahjoubi, Minister of State responsible for the Digital Sector, Brune Poirson, Minister of State attached to the Ministre d’Etat, Minister for the Ecological and Inclusive Transition, and Jean-Baptiste Lemoyne, Minister of State attached to the Minister for Europe and Foreign Affairs.
In addition to attending the main events alongside President Macron, Jean-Yves Le Drian will have numerous bilateral meetings and will address several working meetings.
The resolution of crises will be high on the minister’s agenda:
Syria: the minister will take stock of the assistance that can be provided to Staffan de Mistura in his mediation efforts as well as the conditions for relaunching the political process (meetings of the group of like-minded countries on September 18 in the P5 format);
Libya: the momentum generated by the Celle-Saint-Cloud meeting and the minister’s visit to the country on September 5 must be maintained. Ghassan Salamé will report on his own efforts and will set out his proposals for relaunching the political process that should lead to elections (meeting in Libya on September 20);
CAR: the minister will alert its members to the urgent need to make concrete progress in implementing the road map for peace and reconciliation. He will seek to strengthen MINUSCA’s resources (ministerial meeting on September 19 in the presence of President Touadéra).
Mali: following the adoption of UNSCR 2374 imposing, at Mali’s request, a sanctions regime targeting individuals who obstruct the implementation of the Agreement on Peace and Reconciliation, the minister will reaffirm our support for this agreement and the need for a collective commitment to ensuring the security of this region, while placing significant emphasis on development (“G5 Sahel” event on September 18 to be attended by President Macron and “Mali” event on September 20 in the presence of President Keita).
The minister will also attend the Security Council meeting on peacekeeping and sustainable peace on September 20. It is essential to coordinate peacekeeping, stabilization and development.
Jean-Yves Le Drian will also focus on global challenges:
Iran: a meeting with Iran in the E3/UE+3 format will be held on September 20. The minister will insist on the full implementation of the Vienna agreement by all parties, and will stress the importance of this agreement for regional and international security.
North Korea: the minister will signal the international community’s firmness and unity in the face of the North Korean regime’s provocations (discussions in the P5 format).
Climate: France will initiate the Global Pact for the Environment on September 19. This initiative aims to codify international legislation on the environment through a charter. Eighty French and foreign legal scholars developed this text.
Cybersecurity: Jean-Yves Le Drian will open an event on cybersecurity aimed at obtaining clear commitments from private actors in this area (September 18).
The minister will present the press with France’s priorities for this 72nd United Nations General Assembly on September 18 at 8 a.m. at France’s Permanent Mission to the UN.
